Germany Are Great at Penalties. England Are Cursed. The Data Can't Prove Either.
Germany win 75% from the spot, England win 33%, and both numbers sit comfortably inside the range a coin flip would produce. Across 677 shootouts and 230 nations, only 4 of 96 can be told apart from luck at all.
Germany wins three in four. England loses two in three. But 677 shootouts across 230 nations say the same thing: the samples are so small, almost nobody can tell luck from skill.
The pub argument never changes. "England are terrible at penalties." "Germany always win." "It's a lottery — nobody can actually be good at them." Three views of the same data — and only one can be right. We read every one of 677 international shootouts on record, ran the numbers for all 230 nations, and asked the honest statistical question: how much of what you think you know is signal, and how much is noise?
The band is the whole story
For a binary outcome like a shootout, random chance doesn't give you a tidy 50% — it gives you a range of outcomes that are statistically indistinguishable from a coin flip. At 5 shootout appearances, that band runs from 6% to 94%. In plain English: you could go 0-for-5 or 5-for-5 purely by chance, and the data couldn't tell you it wasn't luck. Most nations don't escape that band. Of the 96 nations with at least 5 appearances, only 4 sit definitively outside it — 3 "skilled," 1 "cursed."
Germany: 75% — impressive, not proven
Germany (including West Germany) have 8 shootout appearances, winning 6 — a 75% win rate that is genuinely excellent. But at 8 appearances, the luck band still runs from 15% to 85%, and 75% sits inside it. The sample is consistent with elite preparation. It is not large enough to prove it.
England: 33% — unlucky, not proven either
England have been through 12 shootouts, winning only 4 — a miserable 33% that has generated decades of national trauma. Yet here too the luck band at 12 appearances runs from 22% to 78%. England's 33% sits inside it — legitimately bad, but not statistically distinct from "just unlucky." The curse may be real. The data cannot yet confirm it.
Does skill persist? Almost not at all
The hardest test: does how well you did in your first batch of shootouts predict how well you do in the second? For the 83 nations with at least 6 appearances, we split each country's history in two and ran a correlation. The answer: the correlation was essentially zero — no meaningful pattern persisted. First-half performance explains just 2% of second-half variance. For most countries, the first half tells you almost nothing about the second.
The honest verdict
For most nations, the shootout is effectively a lottery. The luck band is so wide — because the number of shootouts any single nation accumulates is so small — that separating genuine skill from variance requires a sample size almost no country will ever reach. The best-prepared team probably does hold a real edge. But the data, honestly read, cannot hand you that certainty. Germany may be better. England may be unlucky. What the record actually shows is: we don't have enough data to know.
